Why? Well, it is quite vulgar, and it is usually used to describe a situation in which a person is desperate for sex. Then, they are said to be "gagging for" it.
The word "gagging" sounds very like another vulgar English word, "shagging". Neither, however, is related to "fagging", a tradition in British elite schools, whereby younger students were forced to act as personal servants to the most senior boys and were often subjected to severe discipline and physical punishment.
